Scott Spivey has 35 years of experience, with 27 years as a licensed attorney managing legal matters for individuals and businesses. He has worked with HGI Global (formerly Hammerman & Gainer International) since 2006 and initially served as its general counsel in 2009. Spivey has experience in State and Federal Worker’s Compensation, Auto Casualty and Garage Policy Litigation, Medical Malpractice, Toxic Tort, and corporation formation and general counsel. As an Associate at Johnson, Johnson, Barrios & Yacoubian, Mr. Spivey was involved in defense of claims in the areas of workers’ compensation, toxic tort (including toxic mold, Asbestos, and Mesothelioma claims), medical malpractice, road hazard, and automobile casualty – garage policy claims. He worked directly with clients to intake assignments, prepare initial evaluations, have contact with opposing counsel, prepare pleadings, recommend reserves, conduct discovery, prepare periodic reports to clients, argue motions, serve as lead counsel for trials on the pleadings, and prepare and argue appeals. He advised clients counsel on coverage issues and served as coverage counsel. Spivey dealt with business formation and business entity formality issues including annual meetings, necessary minute entries, and licensing.

As an Attorney II/Mediator for the Louisiana Office of Workers’ Compensation Administration, Mr. Spivey served as the Court Mediator for District 02 in Alexandria, Louisiana and throughout Louisiana on an as-needed basis. He served as supervisor for two employees. Spivey reported directly to the Workers’ Compensation Judge and in due course to the Chief Judge. He mediated approximately 1,500 cases a year, including complex full-day mediations, usually in the situation of long-term life plans and catastrophic injuries, such as loss of multiple limbs. Spivey received advanced training in mediation and dispute resolution.

Eighth District Operations Law Enforcement
Junior Officer
As a Junior Officer serving in Operations Law enforcement in the US Coast Guard, LTJG Spivey served for law enforcement detachments on US Navy vessels. He initially served as an operations coordinator and law enforcement duty officer for the Command Center, which was responsible for all operations in the Gulf of Mexico and on the Mississippi River up to the Ohio area. He served as the Mexican Navy Liaison Officer and a member of a Federal Environmental Task Force with several federal agencies including NOAA, ATF, and the FBI with the primary focus on oil spills throughout the Eighth District Area of Operations. Spivey’s last assignment was as supervisor of the Violations Processing Center that he launched for the Eighth District in which they would receive all violation citations in the Eighth District Area of operations, process them for data usage and reporting, and contact those cited for resolution of violation without prosecution and preparation of file materials for the Administrative Law Judge when prosecution was recommended.
United States Coast Guard – USCGC BEAR (WMEC-901)
Junior Officer
As a Junior Officer serving in USCGC BEAR (WMEC-901) in the US Coast Guard, LTJG Spivey was Supervisor of the Communications Center, including TOP SECRET//SI// Clearance, supervising a team of six including one chief and five petty officers, known as the SAR (Search and Rescue) Dogs. His primary duties included serving as Deck Officer, Conning Officer, Ship’s Navigator and Law Enforcement Duty Officer for which he conducted hundreds of boardings at sea on all sized vessels, enforcing US laws in safety, fisheries, customs, immigration, and counter-narcotics/drug enforcement. After a year, Spivey was reassigned to the position of First Lieutenant at which time he was responsible for all topside equipment and operations. He served as supervisor for a team of thirty men, including one chief, four petty officers, and the newly enlisted Seamen. While on board, Spivey’s accomplishments included the largest cocaine seizure and arrest off the Coast of Haiti, the rescue and repatriation of hundreds of Haitian nationals fleeing to the US on unsafe watercraft, and the rescue of a US Navy hydrofoil that lost operational capacity and was floating into Cuban waters.
